| Speech On China Mining

¡¡¡¡Today£¬¡°China Mining 2003¡±£¬sponsored by the Ministry of Land and
Resources of China£¬the World Bank Group and Yunnan provincial government
and supported by the Embassies of Canada and Australia in China£¬is
inaugurated£®The significance of the conference is far-reaching as
it is held after successful close of the APEC Informal Leadership
Meeting and ASEAN Business & Investment Summit. The Vice Premier
Zeng Peiyan has offered his congratulations to the conference, showing
that the Chinese government attaches great importance to the development
of mining industry. First of all, I, on behalf of the Ministry of
Land and Resources, extend my warm congratulations to the inauguration
of the conference, my sincere welcome to the present guests and
friends and my highest considerations to colleagues engaged in the
mining industry !
¡¡¡¡Since the birth of China Mining international conference in 1999,
four sessions had been successfully held. Each year, the issues
commonly concerned by the international and domestic mining circles
were discussed on the conference, which has not only promoted the
exchange and cooperation between China mining circles and the world
mining circles, but also pushed reform and development of China
mining and the world mining industry. The conference has produced
remarkable results and showed a prosperous outlook.
¡¡¡¡Mining industry is an important foundation of the national economy
and has great impact on the economic safety and sustainable development
of all the countries in the world. Now, over 95% of the non-renewable
resources and more than 80% of raw materials of industry come from
mineral resources. China mining has not only made great contributions
for the economic and social development, but also takes up important
historical mission in the new stage of building a well-off society
in an all-round way in the new century.
¡¡¡¡Since the beginning of reform and opening-up, we have been carrying
out the resources strategy of ¡°attracting foreign investment and
encouraging investing abroad¡± by expanding the scope of opening-up,
improving the way of management and striving to create a healthy
investment environment, which shows great outlook of the strategy.
Up to now, enterprises from more than 10 countries such as Canada,
Australia and South Korea have participated in the exploration and
exploitation of the minerals resources of China. The scale of foreign
investment in the mineral resources exploration and exploitation
has been keeping expanding, the structure has been keeping improving
and the quality of investment has been keeping rising, Meanwhile,
China has been actively participating in the international cooperation
exploiting the complementary advantages. The exploration and exploitation
of offshore oil and gas in Sino-foreign cooperation has produced
good results. The international cooperation in the field of solid
mineral resources has been speeded up. The cooperation between China
and the Southeastern Asian countries is becoming closer and closer.
For example, achievements have been made in the cooperation in the
project of sylvite in Laos.
¡¡¡¡Along with the trend of the economic integration of the world,
China mining is gradually being integrated into the world mining
industry and contributes to development of the world mining industry.
Now, China has established mineral resources trade relations with
more than 100 countries and regions and the import and export of
mineral resources have been keeping a high speed growth, which has
promoted the development of world mining industry. With the speeding-up
of the trend of the economic integration of the world and the further
expansion of the opening-up of China, China mining will participate
in and contribute to the international cooperation in a bigger scope,
wider range and higher level.
¡¡¡¡At present, China is building a well-off society in an all-round
way and speeding up the improvement of the socialist market economic
system and more vigorous and open economic system. The Third Plenary
Session of the 16th Central Committee of the CPC that just closed
examined and approved the ¡®Decision on Issues Regarding the Improvement
of the Socialist Market Economic System¡¯£¬which further confirmed
a series of policies which strengthen the coordination and guidance
to the regional development, actively promote the west development,
effectively exploit the comprehensive advantages of the middle region,
speed up the reform and development of the middle and western region,
revive the old industrial bases such as the Northeastern region
and encourage the well-conditioned regions in the East to take the
lead in the basic realization of modernization. The ¡®Decision¡¯has
further made clear the direction, objectives and tasks for us to
strengthen the exploration and exploitation of mineral resources
and speed up opening-up. Meanwhile, this fact shows that there is
great market potential in China and there are great opportunities
to invest in China mining. More foreign companies are warmly welcome
to invest in China¡¯s mineral resources exploration and exploitation,
which will push the development of both the investors and the mining
industry of China and the world.
¡¡¡¡The geological condition of China is diversified and the condition
of the forming of minerals is very good, especially in the Western
region. The Western region is rich in resources and the level of
exploration and exploitation is relatively low, which makes enormous
potential for investing in the region¡¯s mining industry. There are
many state-owned mines in the Northeastern region, which possess
good resources potential and advantages in technology and labors.
We will further improve the laws and regulations, increase the momentum
of the rectification of market order, protect the lawful rights
and interests, promote lawful administration, further improve management,
increase transparency and efficiency and raise the quality of service.
Meanwhile, we will further improve the policies and measures and
encourage the domestic enterprises to participate in the international
cooperation, especially to strengthen the cooperation with the Southeastern
Asian countries. Recently, on APEC Informal Leadership Meeting and
ASEAN Business & Investment Summit, Chinese leader has further
made clear the China¡¯s basic policy to strengthen the international
cooperation and communication. I believe all dear colleagues will
further strengthen your confidence in China mining and continue
to promote our cooperation. I believe the future of mining industry
of China and the world will be more prosperous !
