NEW STRATEGY OF CHINA¡¯S GEOLOGICAL INVESTIGATION

¡¡¡¡I¡¯m pleased to have the opportunity to introduce the new strategy of China¡¯s geological investigation. As you know, mining industry provides necessary raw materials for economic development and geological investigation is the basis and precondition of mining industry. Since its founding, China Geological Survey £¨CGS£©has always set it one of its major goals to serve the development of domestic and global mining industries. Responding to the trends of economic globalization and change in domestic demand, CGS has readjusted its strategy of geological investigation work in recent years and the objects and focal points of its service and management have changed accordingly. Here I would like to make a brief introduction to the background of strategic readjustments of national geological investigation, content of the new strategy and working plan in the near future.

Requirements of the state

¡¡¡¡China is at a developing stage of industrialization and its national economy grows rapidly. According to the national plan, China¡¯s GDP in 2020 will be quadrupled that of the year 2000 and the social environment and people¡¯s living standard will be further improved, therefore it will surely bring about a big increase in demand for mineral resources, geological and geo-environmental information. National demand for geological investigation work will mainly focus in four fields: investigation and evaluation of strategic mineral resources to guarantee the safety of resource; investigation and evaluation of geological environment to guarantee environmental safety; basic geological mapping to guarantee the safety of state major and important projects as well as meeting the increasing requests of public for geoscientific knowledge and information. It is the most important task for CGS to meet the needs of state and society and provide early stage service for the development of economic construction so as to effectively guide and promote the development of commercial geological work.

¡¡¡¡2. CGS¡¯s new strategy of geological investigation

¡¡ The core of the new strategy is to realize the shift in conception and thinking from traditional geological thinking, combining more closely with economic construction and social development and serving more positively for the development of economy and society. The strategic shift will be made in the following four aspects:

¡¡¡¡a. Transforming from planned economic system into socialist market economy system;

¡¡¡¡b. Transforming from traditional geology into modern geology with systematic earth sciences as the core;

¡¡¡¡c. Transforming from geology stressing resources into geology with multipurpose and multifunction and stressing both resources and environmental protection;

¡¡¡¡d. Transforming from laying emphasis on domestic resources and market into make use of both domestic and international resources and markets in the process of economic globalization.

¡¡¡¡By implementing the strategic shift, our national geological investigation will have enriched content, advanced technology and enlarging range of service and play a more important role in national economic development and social progress

¡¡¡¡3. Implementation plan of the new strategy

¡¡¡¡The working plan for the near future is as follows:

¡¡¡¡£¨1£©Mineral resource investigation and assessment
We¡¯ll enhance investigation and evaluation of copper, uranium, high grade lead and zinc, high quality manganese, chromium, potash salt, ting, tungsten and other minerals so as to uplift the guarantee level of mineral resources for economic construction; defining the mineral resource potential in major mineralization zones for planning, management, protection and reasonable utilization of mineral resources; making new breakthrough in exploration of strategic minerals, reducing the risk in commercial mineral exploration, speeding up the transformation of exploration results into production and promoting the development of commercial mineral exploration.

¡¡¡¡We¡¯ll conduct investigation and evaluation, based on river basin, of total resource, adjusting and store ability and eco-environmental function of ground water resource for scientific planning and reasonable development of ground water resource.

¡¡¡¡Laying emphasis on the surveying for marine oil and gas resource and new energy, we¡¯ll strengthen investigation and assessment of energy minerals and enhance exploration and research of gas hydrates.

¡¡¡¡£¨2£©Basic geological mapping and research

¡¡¡¡We¡¯ll fulfill basic geological mapping covering the whole territory on a medium scale, enhance regional geological mapping in key economic zones on a large scale, upgrade nationwide basic geological work level and provide general geological information for development of national economy and society.

¡¡¡¡We¡¯ll conduct research on important geological problems such as the uplifting mechanism of the Qinghai-Tibet Plateau, continental collision and turning back mechanism as well as the basic research on genesis, evolution and environmental condition of some important biota such as Rehe, Guanling and Weng¡¯an in order to raise the geoscientific research level and make contributions to the development of geosciences.

¡¡¡¡£¨3£©Enlarging the range of public service

¡¡¡¡Plans have been made for multi-purpose geochemical mapping in important agricultural economic zones, densely populated regions and areas where environment is deteriorating with economic development.

¡¡¡¡We¡¯ll conduct 3D geological mapping to find out urban geological structure, geochemical background, active faults, distribution and pollution of ground water and set up 3D multi-parameter integrated information manage and service system for city planning and civil construction.

¡¡¡¡Development of ground water resource in karst and stone hill areas, rectification and pilot construction in stone desert in Southwest China are also stressed.

¡¡¡¡£¨4£©Environmental geological investigation and assessment

¡¡¡¡The emphasis in this field will be laid on medium-large scale mapping to provide basic information for regional environmental geological planning, geological disaster surveying and pilot mitigation projects concentrating on collapse, slide and mud flow, construction and improvement of geo-disaster early warning system to reduce the losses in economy, property and people¡¯s life.

¡¡¡¡£¨5£©Exploration technology

¡¡¡¡Importance will be attached to geophysical exploration, geochemical investigation in some areas with specific landscape and research on remote sensing technology and methodology. Standard and method for environmental geological surveying, fractional and abstraction technique used for multi-metallic minerals, integrated utilization technology of non-metallic minerals, research and development of high efficiency drilling technology in complicated conditions will be stressed.

¡¡¡¡£¨6£©Information technology

¡¡¡¡We¡¯ll try to informationize geological work to raise the work efficiency and automation level, set up geological database, improve information network and open up the channel for the public to share geological information and data.

¡¡¡¡£¨7£©International cooperation

¡¡¡¡We encourage and promote international cooperation in the fields of basic geological research, mineral resources evaluation, environment assessment, research and development of exploration technology and methodology. We will enhance cooperation with neighboring countries in geosciences and conduct comparison research on geology inside and outside China and cooperation in geological mapping and database construction in Northeast Asia, Middle Asia and Southeast Asia.

¡¡¡¡We¡¯ll promote cooperation with geological institutes outside of China, international geoscientific organizations and overseas mining companies and make joint efforts for sustainable development.

¡¡¡¡Geological survey is the important basis for mining industry. With the industrialization wave in developing countries, consumption of mineral resources will be increased in large quantity, which will bring about even bigger demands for geological work. As the national geological investigating institution, China Geological Survey will carry out the new strategy of geological investigation in the whole country to meet the demands of economic construction and social development and make more contributions to the sustainable development of China¡¯s economy as well as the world economy.
