Twelve tasks should be done well in 2002 as following:

　　1. To Deepen reforms, adjust structure, create national geological survey teams which are small in number and high efficient.

　　In accordance with the requirements of The General Schema for Creating "Field Army" of Geological Team, based on the principles of unification, simplification and effectiveness, the teams directly under CGS should adjust structure, plan as a whole, arrange reasonably, place exactly, redirect functionaries and simplify the teams; should construct the supportive system for "Field Army" of Geological Team which are composed of geological survey business system, research and technology innovation system, exploring technology system and public services system.

　　According to the requirements of The General Schema of Creating "Field Army" of Geological Team and the general idea that the local geological teams should keep a part of skeleton teams and form e effective bodies which are small in number, and the geological exploration industry team should also create a geological survey team which are small in number and high efficient, CGS will carry out investigation and research on the local geological survey teams and geological exploration industry teams and bring up the suggestions about effective organizational form and function mechanism of "Field Army" under the new situation .

　　2. To give prominence to the emphases, be in close connection with the demands of national economy development and social progress so as to adjust the arrangement and integrate geological survey items.

　　Taking into consideration the development in west China, the strategic survey of new energy, the assessment on ecological geological environment of eastern areas where are densely inhabited, the prophase geological work for important national engineering and propelling the progress of geological technology etc., CGS will adjust the arrangement of geological work and provide good services for the development of national economy and society.

　　3. To organize with great efforts, implement earnestly, attain a lot of high-level achievements in geological survey.

　　CGS will strengthen the survey and assessment on mineral resources potential of western areas where the degree of Geological work is very low, will develop integrated investigation and research work in main mineralization provinces and belts in east China so as to make good services for the arrangement, management, protection, and reasonable utilization of national land and resources; will accelerate strategic mineral survey work in important mineralization provinces and belts such as Tianshan Mountain ,Southwest Sanjiang , Nanling and areas along Qingzang railway ,striving to discover a large number of resource provinces which are very prospective in geological prospecting; will carry out the second round processing work , survey and assessment work of important resources enrichment areas, striving to make significant breakthrough in geological prospecting in resourceful areas such as Qitianling of Hunan and Baiyangping of Yunnan.

　　Integrated assessment work on national oil and gas resources will be developed. We will intensively organize strategic investigation on oil and gas resources, and also gas hydrates in our country's ocean regions, and other national special items.

　　We will continue carrying on the second strategic assessment on the underground water resources, especially paying great attention to do well the investigation and assessment work on underground water resources in the Ordos Basin and other western areas which are shortage of water seriously.

　　4. To accelerate geological survey at middle scale in the areas of west China where the geological mapping had never been done before, actively expand the multi-goal cooperation geological mapping work which are financed by the state and the local governments together.

　　Using the new technologies and measures, we will quicken the course of geological mapping at 1:250000 scale in the areas of Qingzang plateau where geological survey work had never been done before; will continue carrying on area basic geological survey such as regional gravity detect and regional geochemical exploration. In accordance with the demands of national and regional economic and social development, selecting three to five provinces (municipalities, cities) with pertinence, we will carry out the cooperative geological mapping financed by the central government and local governments which aimed mainly at agricultural geology, environmental geology and urban geology, will carry out the investigation on regional geochemistry background which is in close connection with the health of people of important city groups so as to make services for regional economy and the development of the society .We will try hard to make progresses in significant basic geological problems ,resources and environment effect and other related researches .

　　5. To strengthen the environmental geological survey and assessment work in key areas.

　　We will comprehensively finish nationwide regional environmental geological survey at 1:500000 scale which take the provinces (municipalities, cities)as survey units and complete the investigation on geological hazards and regional arrangement in 400 counties (cities) of our country; will develop ecological geological environment investigation in eastern areas where are densely inhabited ,emphatically do survey and assessment work on environment geology and geological hazards well in the capital economy circle, Zhujiang delta , Changjiang delta , southeast coastal areas, the water disaster areas of Changjiang and the hanging areas of the Yellow River; will reinforce the investigation on geological hazards of key areas , emphatically do monitoring, mitigation of geological hazards of the Three Gorges well; will carry out geological work such as important geological hazards prewatch, necessity investigation , necessity disposition; and will construct the website for geological environment monitoring .

　　6. To propel the reformation of geological science and technology mechanism comprehensively.

　　According to the spirit of the Suggestions For The Management of Non-commercial Research Institutions, CGS will quicken the classifying reform work of research teams, will seek the different functional mechanisms of scientific research, geological survey, management and development. Non-commercial research institutions are expected to streamline organs, redirect functionaries, optimize structure, strengthen business construction, accelerate the building of national key laboratories and innovation bases of science and technology so as to form a team which is supported by sciences and technologies, can meet the demands of national science and technology innovation and at the same time satisfy the requirements of national geological work. The research organizations, which have been changed their mechanisms, should quicken the pace of reform according to the requirements of mechanism reform so as to set up step by step the new scientific and technological enterprises, which are adaptive to the demands of socialist market economy and provide services for national geological survey work.

　　7. To promote scientific and technological innovation and strive to attain a lot of scientific and technological results which carry weighs both domestically and internationally.

　　Taking into consideration the significant geological problems of geoscience frontiers and geological survey, we will develop geological research work with scientific and technological innovation at the core, making every effort to attain a lot of important achievements in the Tibet plateau continental dynamics, the dynamic mechanism of orogenic belts, continental mineralization functions, the origin and evaluation of the creatures on earth, neotectionism and the safety of important engineering, precambrian geology and other related aspects so as to impel the synthesis of geological survey and geoscience research .We will research and develop geophysics, geochemistry, remote sensing technology and other new technologies and measures for geological survey and geological scientific research; will strengthen the application of high-technology in geological survey work so as to improve the general technology level of national geological survey.

　　8. To enhance social services function.

　　We will build national geoscience basic data base, text archives base and objects archives base, advancing the informating construction of geological survey course, the digitization construction of results and social shared utilization of information archives; will reinforce the building of public service system of national Geological work, expanding social service fields of geological information archives and geological knowledge.

　　9. To expand international exchanges and cooperation.

　　We will actively expand the cooperation with international geoscience organizations and geological survey institutions of the main resourceful large countries; will develop the strategic reconnoiter on foreign important resources, building global geology and mineral information system and basic archives base; will actively introduce the new international geoscience theories, technologies and measures, developing bilateral and multilateral international cooperated geological survey and research; will organize and assume venture exploration on foreign mineral resources according to the national resources policies so as to create advantageous conditions for implementing "Two Kinds Resources, Two Markets" strategy and "To Explore Mineral Resources In Foreign Country" strategy.

　　10. To actively explore, construct and perfect functional mechanism of national Geological work.

　　We will build national geological work administration system; will set up and perfect technology, plan, finance, safety and quality monitoring management regulations and other related regulations which are suit with the characteristics of national geological work; will further seek the management form of national geological survey items under the new situation, perfecting the program proposal and reasoning, organizing to implement, results checking, data gathering and rendering and other related regulations of item managements; will explore and research different forms of item management such as plan to low levels, entrustment contract, inviting bids and entering bids.

　　11. To strengthen Party building.

　　We will organize to implement and study the spirits of General Secretary Jiang Zemin important speech "July 1"and the Fifth, Sixth Plenary sessions of the 15th CPC's Central Committee; in accordance with the requirements of "Eighty Insistences, Eighty Objections", will really improve the Party's thinking style building; reinforce the development of Party's style, the building of a clean government and the intensity of the battle against corruption; bring fine model effect of Party organizations at all levels and all party members and cadres into full play in national geological work in new period.

　　We will strengthen the building of the leading groups at every level, motivating and bringing the initiative and innovation of the leading groups at all levels into full play, keeping and developing Party's democratic centralism which is the excellent tradition; will boost the solidarity, giving the integrated function of the leading group into play, improving the ability of solving significant cases, ensuring the stability, health and sustainable development of our teams and the comprehensive completion of all kinds of objectives and tasks.

　　12. To strengthen team building and spiritual civilization building.

　　We will enhance political thinking work on CGS's organs and the teams directly under CGS, organizing the staffs to deeply study Jiang Zemin's "Three Represents" important thinking developing "Three Glories" educating so as to set up fine styles which are characterized by working hard, seeking truth and dealing with concrete matters, exploring and being enterprising, loving workplaces and being diligent to duties and the new image of national geological work in new period.

　　We will strengthen team building, constructing new regulations for workplace management, employment regulations, allocation regulations and supervision mechanism, improving the building of professional technology skeleton teams, developing the experimental unit work of inviting talents openly from our country and foreign countries.

　　We will investigate and research at the basic level; will strengthen infrastructure construction and safety management work; will try hard to raise funds from more sources, will impel the development of science and technology; will strengthen the economic power of the teams; will improve living and working conditions for the staffs and boost the solidarity and battle effectiveness of staff team.
