The Ministry of Land and Resources P.R.C held a meeting to improve and perfect China Geological Survey on November 30, 2001, which indicated that the creation of "Field Army" of Geological Team has entered into comprehensive practice stage. And this also meant that the construction work of "Field Army" of Geological Team which was integrated with China Geological Survey, China Academy of Geoscience, China Geological Environment Monitoring Institute, China Geological Museum, China Geological Library and National Geological Archives directly under MLR has been put into practice. Over the past year, what achievements have been accomplished on the work of national geological survey and what will CGS do in this year? The correspondent interviewed Vice Minister of MLR P.R.C and Director General of China Geological Survey, Shou Jiahua.

　　Question: In last year, deepening reform continuously and accelerating the development , CGS has attained a lot of noticeable achievements in China geological survey work. Would you please give some specifics about them?

　　Answer: Over the past year, encouraged by General Secretary Jiang Zemin important speech "July 1" and the spirit of the Sixth Plenary sessions of the 15th CPC Central Committee, under the wise leadership of the Party organization of MLR, we have attained significant achievements in various areas. A series of important results have been attained in basic geological survey, mineral resources survey and assessment, hydrology environment geological work and geoscientifoic research. In basic geology survey: the important palebiota fossils province and ophiolite mixtite belt have been discovered in Tibet plateau; through multi-goal regional geochemical survey ,we gained very good model experiences ;in Zhujiang delta , Jianghan campagna and other areas which are densely inhabited and economically developed , geochemistry distribution map of amounting to 52 elements for the first time was completed ,which will provide direct basis for agriculture arrangement, ecological environment assessment and mending .In mineral resources survey and assessment : in multi-metal copper mineralization belt in the eastern segment of Gandise of Tibet , more than 80 geochemical anomalies, 30 mineral occurrences and more than 10 mineral deposits have been discovered. According to the preliminary assessment, the prospective resource reserves of Cu is very considerable. Ultra mega Silver-plumbum deposit is expected to be found out in Yuxinan area .In western Konglun, by the means of 1:500000 and 1:200000 regional geochemical exploration and regional mineral resources survey ,a large number of very good prospective mineral resources areas and important clues for finding ores have been found. New progress that we has got the intuitionistic evidence in China ocean trough which has been made in the survey of gas hydrates. And for the first time in China the sample which simulated gas hydrate produced in sea bottom has been synthesized .In the work on hydrology geological environment :the geological reason for ecological environment change in source area of the Yellow River and the geological background for the flow-breaking in source area of the Yellow River have been ascertained preliminarily. In underground water resources survey ,we also has made the new breakthrough that plentiful and good quality karst water has been discovered in the droughty areas around the Ordos Basin . The work on finding out water has been early or later commenced successfully in the droughty areas such as Liaoning, Jilin, Innermoongolia, Gansu, Ningnan, Shanxi, Chongqing and so on, which to a great extent relieved the water scarcity problem for local people and domestic animals. The two results ,one of which is 1:500000 digital geology map data base of the People's Republic of China , have been awarded the National second prize for progresses in sciences and technologies .

　　Question: The forming of "Field Army" of Geological Team has been concerning by geology circle highly. What are the progresses of the work at the present?

　　Answer: In last year MLR conveyed the notice that was The General Schema for the Creation of "Field Army" of Geological Team, and adjusted the leading group of CGS. In the meanwhile, MLR comprehensively mapped out the work on improving and perfecting CGS and constructing "Field Army" of Geological Team .And at the same time, the Ministry of Science and Technology, the Ministry of Finance and the Compilation Office of Central Government gave an official, written general schema for reforming the mechanism of geology research institutions. The construction of "Field Army" of Geological Team and the reform of science and technology system are being impelled synchronously .

　　In the first place, CGS strengthened the construction of " the Headquarters of Field Army". The first step was that CGS had adjusted its inner organs. Inside CGS, through open and fair competition on the basis of merits, a lot of young cadres who are professionally competent, good at management and high-caliber have been in important leading positions. After adjustment, the average age of the departments' principals of CGS has reduced from 53 before to 45 now. Accordingly the average age of dicision chiefs has reduced from 46 to 42 now. The dynamic mechanism of recruitment and promotion through open and fair competition on the basis of merits has been preliminarily set up in CGS which is characterized by having both promotion and demotion. And this has established the organizational base for fulfilling geology survey work better. The second step is to carry out study on theory, unify thinking, change the ideas and set up innovation consciousness. Through accelerating the pace of transforming the minds and the change of work styles, the fundamental change of geological work will be propelled, which will contribute to establish firm thinking base for creating the new situation of national Geological work. The third step is to enhance the style building of CGS's organs. Through constructing the rules and regulations and rectifying the disciplines of institutions, the new image of CGS will be set up which are characterized by " being diligent and high effective, being honest and clean, being creative and dealing with concrete matters, providing the first-class service ."

　　In early 2002, the pace of reforming and restructuring the units directly under CGS will be accelerated. Based on the principles of unification, simplification and high effectiveness, CGS will adjust structure actively, plan as a whole, arrange reasonably, place exactly, redirect functionaries, simplify teams and construct the new mechanism of "Field Army" of the teams directly under CGS and business-supporting system as fast as possible .

　　As for the construction of "Field Army" of Geological Team at provincial level and geology exploration industry, in accordance with the "Document No.37 [1999] issued by General Office of the State Council" and the general schema of constructing "Field Army" of Geological Team, CGS will carry out a deep investigation and research and ask the suggestions extensively , making a concrete practice suggestions which will be submitted to MLR .

　　In 2002, we will try hard to explore and perfect the functional mechanism of national Geological work incessantly ,will construct and better a series of rules and regulations such as technology management, plan management , finance management, assets management and quality supervision which are suit for the characteristics of national Geological work. Further We will seek the organizational management mechanism of national geology survey items under the new situation and standardize the links of item management such as program proposal and reasoning, organizing to implement, results quality checking, data checking and gathering.

　　Question: 2002 will be a very crucial year to China's development in the new century. The 16th CPC Party Congress will be held . In this new year what are the work objectives of CGS ?

　　Answer: This year is a crucial year for CGS to deepen reform, accelerate development as well as whether the new situation of national Geological work can be founded. To do the work of this year well, CGS has made the main tasks for 2002. In this year CGS will make efforts to do twenty tasks as following: to deepen reforms, adjust structure, and construct national geological survey teams which are small in number, highly trained and effective; to give prominence to emphases, be in close connection with the demands of economic and social development so as to adjust and integrate geology survey items; to organize intensively, implement earnestly and accomplish a series of high-level geological survey achievements; to accelerate the pace of geology survey at middle scale in western areas without being surveyed before, actively expand the multi-objective cooperation geology mapping which are financed by the state and local governments together; to strengthen the environmental geological survey and assessment work in key areas; to comprehensively propel the reforms of geological scientific and technological mechanism ; to propel science and technology innovation and strive to attain a series of scientific and technological results which carry weigh both domestically and internationally ; to enhance social public service function; to expand the exchanges and cooperation with foreign countries ;to actively seek ,construct and better the functional mechanism of national Geological work ; to enhance the Party building; to enhance the Geological Team building and spiritual civilization building.

　　In the new year, we will adjust arrangement, give prominence to emphases, strive to attain outstanding achievements and make some new breakthroughs come true .We will accelerate the strategic survey and assessment work of mineral resources in the important metallogenic provinces and belts such as the Tianshan Mountain, Southwest Sanjiang, Nanling;will reinforce survey and assessment of Qitianling stannum mine in Hunan and Baiyangping silver multi-metal ore in Yunnan to provide our country with a number of strategic resources survey bases .We will quicken the regional geological survey in Tibet plateau; will propel the survey and assessment work of mineral resources along Qing-Zang railway and make breakthrough in surveying porphyry copper deposit in eastern segment of Gangdise and sedimentary sandstone mineral deposit in Qinghai so as to provide resource base for exploiting resources along the railway and improving the railway management efficiency. We will continue carrying on the second strategic assessment of underground water resources and survey and assessment on underground water resources in the Ordos Basin and other western areas which are seriously shortage of water , paying great efforts to attain the stage model results in near days which are sensational and expected to be concerned by the Central Government . As for the marine resources, especially gas hydrates, according to the indicative spirit of Central Government ,we will pay more attention to them and try our best to make important discoveries . Considering the momentous geology problem of earth science frontiers and geological survey , we will carry out origin research ,striving to attain a lot of achievements in Tibet plateau continental dynamics, neotectonism and the safety of important engineering etc..

　　Question: This year is a year established by Central Government for "transforming style, investigating and researching". What measures will CGS take in this field?

　　Answer: Transforming work style and carrying out deep investigation and research are the first important task which should be done well with great efforts after the new CGS was established. Through careful research, taking consideration of the emphases of this year's work, Party Organization of CGS has made comprehensive arrangement.

　　The first requirement is that the cadres and staffs at different levels should deeply implement the spirit of the Sixth Plenary Sessions of the CPC's Fifteenth Central Committee and earnestly strengthen Party style building according to the requirements of "Eight Insistences, Eight Objections" .And through promoting the comprehensive building of CGS itself and work style by the means of Party style building ,CGS will set up the new image of being headquarters of "Field Army" and service bureau .CGS will reinforce thought style building, make great efforts to advocate selfless devotion and enhance the building of honest and clean team so as to ensure that the teams are clean, diligent to duties ,high effective ,law-abiding and in standardized behavior.

　　The second measure is to organize the cadres and staffs to reinforce study , further emancipate our minds ,transform our ideas, step up the awareness of innovation ;to intensify development view, overall situation view which are in suit with national geological work so as to make geological work be banded together with national economy and social development more closely, serve the development of economy and societies more initially and promote the fundamental changes of geological work.

　　The third, taking into consideration the important problems such as the construction of the new system or mechanism of national geological work, uniform arrangement of national Geological work, the adjustment of structure of Geological Team and the functional mechanism of item management ,we will carry out investigation and research work , improving the capacity of solving important strategic problems of national geological work and the ability of regulation in an all-round way. We will try hard to improve the living and working conditions of the staffs ,really reflecting the times requirements of General Secretary Jiang Zemin's important thinking on "Three Represents" in deeds.
